About Imperial Beach Community Clinic

Imperial Beach Community Clinic, also known as IB Clinic or IBCC, is a Federally Qualified Health Center in San Diego’s South Bay region. Founded in 1971, the clinic was established by Navy doctors, local officers and community members to provide accessible medical care to underserved populations.

IB Clinic serves more than 10,000 patients annually, focusing on low-income, uninsured and vulnerable groups, including those experiencing homelessness.

What Happened?

In April 2025, IB Clinic discovered unusual activity in its email environment. After a thorough investigation with legal counsel and cybersecurity experts, it was determined that an unauthorized individual may have copied certain information between Feb. 4, 2025, and May 2, 2025.

The clinic completed its review of the impacted information on Dec. 30, 2025, and notified the California Attorney General’s office on Jan. 6, 2026.

Your Rights and Next Steps

If you received a notice from IB Clinic about this data breach, it is important to know your rights and the steps you can take to protect yourself. Here are recommended actions:

  • Monitor your credit reports for any suspicious or unauthorized activity. You are entitled to a free credit report from each of the three major credit bureaus every year

  • Take advantage of the complimentary 12 months of single-bureau credit monitoring, credit report and credit score services being offered by IB Clinic through Cyberscout. You must enroll within 90 days of receiving the notice
  • Stay vigilant for signs of identity theft, such as unfamiliar charges or new accounts you did not open

If you suspect you are a victim of identity theft, file a police report and notify the Federal Trade Commission
