
Individuals who were detained in the St. Louis Medium Security Institution (MSI) for three or more consecutive days between Nov. 13, 2012, and June 30, 2022, may be eligible to submit a claim for a cash payment from a class action settlement.
The City of St. Louis has agreed to pay $4 million to settle a class action lawsuit alleging that detainees at Medium Security Institution were subjected to unconstitutional and inhumane conditions. The plaintiffs claimed that individuals held at MSI experienced extreme temperatures, poor ventilation, sewage overflows, pest infestations, mold and overcrowding.
Who are the class members?
Class members must meet the following criteria:
- They were detained at the St. Louis Medium Security Institution (MSI)
- Their detention lasted three or more consecutive days between Nov. 13, 2012, and June 30, 2022.
- During their detention, they allegedly experienced inhumane conditions, including at least one of the following:
- Extreme temperatures
- Poor ventilation
- Overflowing sewage
- Insect or rodent infestations
- Mold
- Overcrowding
How much will settlement payments be?
Pro rata cash payment: Class members can submit to receive a pro rata cash payment from the net settlement fund. Final payment amount will be determined by the total eligible detention days claimed by all class members with valid claims.

Required claim information
- Claimant ID and last name or last four digits of Social Security number and birth date required to submit a claim online.
- Claimant ID required to submit a paper claim form by mail or email.
- Class members with a last name change since being in custody must include a legal document copy, such as a marriage or divorce certificate.
- Individuals submitting a claim on behalf of a deceased class member must include a death certificate copy and legal documentation showing they have authority to act on their behalf.

The $4,000,000 settlement fund will include:

- Attorneys' fees: Up to $1,333,220
- Service awards to class representatives: $10,000 each, $60,000 total

When is the St. Louis Medium Security Institution settlement payout date?
Payments will be issued to approved claimants approximately 90 days after the court grants final approval of the settlement.
Why did this class action settlement happen?
The class action lawsuit was brought because plaintiffs alleged that the City of St. Louis violated detainees’ constitutional rights by holding them in inhumane conditions at Medium Security Institution.
The City denies the allegations but agreed to settle in order to avoid the expense and risk of further litigation and a possible trial.
