Los Angeles County juvenile hall or camp detainees who were born on or after Feb. 15, 2002, may qualify to claim a cash payment from a class action settlement.

Los Angeles County agreed to pay $30,000,000 to settle a class action lawsuit alleging violations of federal civil rights laws related to the conditions in its juvenile detention facilities.

Who can file for a juvenile detention payout?

Class members must meet the following criteria:

  • They were born on or after Feb. 15, 2002.
  • They were detained in a Los Angeles County juvenile hall or camp at any time.

How much is the Los Angeles County payout?

The amount each class member can receive depends on:

  • The total number of days they spent in a Los Angeles County juvenile hall or camp
  • Whether those days were in a hall (valued higher) or a camp
  • The total number of valid claims submitted by all class members

Class members who spent time in both a juvenile hall and a camp will have both periods included in the calculation of their payment.

How to claim a juvenile detention facilities class action rebate

Class members can file a claim online or download, print and complete a PDF claim form to mail to the settlement administrator. The claim deadline is Nov. 28, 2025.

Required information

For online claims, class members must log in with their unique ID and PIN located at the bottom of their notice email or near the address of their physical packet. Consumers who misplaced their notice can contact the settlement administrator to request a unique ID and PIN.

$30 million Los Angeles County settlement fund breakdown

The $30,000,000 settlement fund covers:

  • Settlement administration costs: $9,000,000-$10,000,000 (estimated)
  • Attorneys' fees: Up to $9,000,000
  • Attorneys' expenses: To be determined
  • Service award to class representative: $25,000
  • Payments to eligible class members: Remainder of the fund

If there are leftover funds after all claims are paid, eligible class members may receive a second distribution. Any remaining funds after the second round will be donated to a mutually agreed-upon organization.

When is the juvenile detention conditions payout date?

Payments will be made approximately 120 days the court grants final approval of the settlement and any appeals are resolved.

Los Angeles County denies any wrongdoing, but the parties agreed to settle in 2024 to avoid the risks and costs of continued litigation.
