What Happened?
On the weekend of Sept. 27, 2025, Gulshan Management Services, Inc. discovered that an unauthorized third party had accessed its information systems. An investigation revealed the breach resulted from a phishing attack on Sept. 17, 2025. The attackers gained access to servers hosting personal data and deployed malicious software that encrypted parts of Gulshan’s network.
The company first reported the breach to the Texas Attorney General’s office on Jan. 5, 2026, and to the Vermont Attorney General’s office on Jan. 6, 2026.
Various state attorneys generals have made public the number of people affected in their states:
- Texas: 128,652 residents
- New Hampshire: 4,403 residents
- South Carolina: 1,414 residents
- Maine: 54 residents
