The Texas Access to Justice Foundation is a nonprofit organization based in Austin, Texas. It was established in 1984 by the Texas Supreme Court to administer the Interest on Lawyers' Trust Accounts program and is the leading funding source for civil legal aid in Texas.
The foundation distributes millions of dollars each year to legal aid organizations that serve low-income Texans. These grants help more than 100,000 Texas families each year with civil legal issues like housing, domestic violence protection and access to benefits.
What Happened?
On May 9, 2025, the Texas Access to Justice Foundation discovered suspicious activity on its network. The foundation secured its systems and began an investigation.
It was determined that unauthorized parties accessed or acquired files between May 6, 2025, and May 9, 2025. By June 27, 2025, the foundation identified that personal information was present in the affected files. The review process concluded on Jan. 22, 2026.
The data breach affected 2,647 individuals in the United States, including residents of Maine and Iowa. Written notification to affected individuals began on Aug. 7, 2025, and continued as more individuals were identified, with some receiving notice as recently as Feb. 20, 2026.

- Social Security numbers
- Driver’s license or other government-issued identification numbers
- Medical information
- Health insurance information
- Financial account information
- Payment card information
The foundation reported the breach to the attorneys general of Maine and Massachusetts, as well as posted a notice on their website.
