About National Association of Insurance Commissioners

The National Association of Insurance Commissioners (NAIC) is a nonprofit, non-governmental organization founded in 1871.

The NAIC plays a key role in helping state insurance regulators set national standards, conduct peer reviews, and coordinate oversight to protect consumers and maintain stable insurance markets. The organization also provides business intelligence, analytics, and technical tools to support state regulators in their oversight of the insurance industry.

What Happened?

On or about June 11, 2026, the NAIC discovered unauthorized access to its PeopleSoft systems. The organization activated incident response procedures and began working with cybersecurity experts to investigate the situation.

Shortly after, a group known as ShinyHunters claimed responsibility for the attack and alleged on the dark web that they had obtained 3.1 terabytes of data from the NAIC. The stolen data reportedly includes regulatory filings, statistical reports, insurer financial statements, and rating agency files containing identifiers such as CUSIP and ISIN numbers.

At this time, the NAIC has not confirmed that any data has been published or released, but the investigation is ongoing. The NAIC has stated that if personal information is found to be involved, they will notify affected individuals directly and provide guidance on protective steps.
