What Happened?
On Dec. 4, 2025, Managed Care Advisors/Sedgwick Government Solutions discovered that files on a corporate Secure File Transfer Protocol (SFTP) server had been encrypted due to unauthorized access.
An investigation revealed that the server was compromised on Nov. 16, 2025, by a third party. The affected server was subsequently quarantined, all connections were disabled, and a secure backup was restored the next day.
The ransomware group known as TridentLocker claimed responsibility for the attack and, on Dec. 30, 2025, posted approximately 3.4 GB of stolen data on a dark web site. The breach involved files related to the World Trade Center (WTC) Health Program, which supports 9/11 responders and survivors.
The breach has been disclosed to the attorney general of New Hampshire. Affected individuals have also been notified by the company.
At this time, it was determined that at least three New Hampshire residents were affected. The total number of affected individuals has not been released.

- Dates of birth
- Protected health information

- Completed WTC Health Program forms
